Norway Opera House Clock Tower Repair

ADVERTISEMENT FOR BIDS

Description of Work: The clock tower is in need of new metal roofing on the principal hipped roof tower and soffits, new EDPM roofing and roof hatch on the roofing layer below the bell, repair of the subfloor on the attic level below the bell, and replacement of exterior light fixtures on the clock tower. The Norway Opera House is an iconic building of Main Street and is about to undergo a renovation of the roof trusses, roof, back wall, and to construct a new stair tower on the south east corner for egress. This work is a separate contract and is in the process of a concurrent bidding process. Under an agreement with the Town, the Norway Opera House Corporation is responsible for the majority of building while the Town maintains control of and responsibility for the Clock Tower, clock, and bell.

Concurrent Projects: While the roof, trusses, and backwall project of the Opera House is being bid concurrently by the Norway Opera House Corporation (NOHC), the Town of Norway and the NOHC may choose to select the same contractor for both projects but are under no obligation to do so.

Construction Contract: Bids will be received for the following Work:

General Contract (all trades).

BID SUBMITTAL AND OPENING

Owner will receive hand-delivered, sealed lump sum bids until the bid time and date at the location given below. Bids submitted by mail should be identified on the outside of the envelope as a bid for the Norway Opera House Clock Repair project and should be addressed to Town of Norway, Maine. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

Bid Date: Wednesday, February 4th, 2026.

Bid Time:  2:00 PM local time.

Location: Norway Opera House Town Offices.

Bids will be thereafter opened with bidders present and read aloud. A summary of all bids will be distributed to all bidders within 10 days of bid opening.

Bid Rejection/Acceptance: The Town of Norway, Maine, reserves the right to reject any and all bids and to waive any in formalities in bidding. A Bidder may withdraw from the possession of the Town, his or her submitted bid only prior to the previously-stated closing time for receipt of the bids. All bids shall remain valid for a period of thirty (30) days after the closing time for receipt of bids.

 

Bid received after 2:00 PM on the due date will not be considered and will be returned unopened.

BID SECURITY

Bids must be submitted on the Bid Form furnished and must be accompanied by an acceptable form of Proposal Guaranty in an amount of at least 5 percent of the amount of the Proposal, payable to the Town of Norway. The Proposal Guaranty shall be a certified check, bank draft, or an executed Bid Bond acceptable to the Owner as a guaranty that if the Proposal is accepted, the Bidder will execute the Contract and will file an acceptable Performance Bond, Payment Bond, and Certificate of Insurance within fifteen (15) days after the award of the Contract. A Proposal Guaranty consisting of a personal check will not be accepted. The Proposal must be submitted in a sealed envelope.

PREBID MEETING

A MANDATORY Pre-Bid Conference will be held Tuesday, January 13th at 10 AM at the Norway Opera House, entrance under the clock tower along Main Street at 418 Main Street, Norway, Maine. Interested bidders MUST attend this prebid meeting to be eligible to submit bids for the project.

Copies of Addenda will be emailed and posted to project electronic access portal to registered bidders without charge.

TIME OF COMPLETION

If retaining option in paragraph below, coordinate with the Contract Documents. Liquidated damages are typically listed in the Supplementary Conditions.

Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work on or before Dec 31, 2026.

BIDDER’S QUALIFICATIONS

A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
