<p>This year the event will be happening rain or shine on Saturday May 31st!\
This event falls on Maines free fishing weekend so no licenses are needed.\
Any equipment needed will be provided.\
Join us for some healthy snacks, casting competition, and fishing crafts!\
Every child who attends is entered into the Stuart B. Cummings Lifetime fishing license award. This year for the 10th anniversary we will be giving away 2 lifetime licenses!</p>

<p>The proposed work consists of interior renovations to the existing Town Office, and includes demolition of partitions, concrete cutting, removal of suspended ceilings and HVAC equipment and electrical devices. Plans call for minor patching of concrete floors, installation of light-gauge metal framed drywall partitions, doors, cabinetry, and ceilings, suspended tile ceilings, floor finishes, and modifications to existing plumbing and HVAC systems. Electrical work is limited to new lighting fixtures and switching, and convenience receptacles throughout the renovated area.  </p>

<p>A pre-bid walkthrough will be held at 2:00 p.m. on December 4th. All Requests for Information (RFI) must be submitted by December 6th. Responses to RFIs will be provided by December 11th.</p>

You must show evidence of current rabies vaccination at the time of registration (yearly) and a spay/neuter certificate, if applicable.  Fees are $6 for spayed/neutered dogs and $11 for unspayed/neutered dogs.</p>
<p>Renewal for dog licensing is no later than December 31 of each year. </p>
<p>A late fee of $25 per dog (in addition to the license fee) will be applied after January 31.</p>
<p>The dog license fee supports:</p>
<ul><li>Local Animal Control Officers and State Humane Agents, Investigation of animal cruelty complaints and enforcement of animal welfare laws.</li>
<li>Compliance with rabies vaccination of dogs.</li>
<li>Care for sick and injured stray animals.</li>
<li>Return of lost dogs to their owners</li></ul>

<p>The Norway Parks and Recreation Department is looking for a Park Ranger for Lake Pennesseewassee Park from Memorial Day to Labor Day. This security and park maintenance position will work in providing services to Lake Pennesseewassee Park through the busy summer season. This person is responsible for meeting and informing the park visitors of the rules of the park, as well as being a point of contact in the event of an emergency. This position will be asked to perform a variety of various clean up tasks necessary to properly maintain and protect land, water areas, buildings and other physical facilities at the park. Supervision may include directing and overseeing the activities of groups of volunteers, who may assist in the care and maintenance of the park.</p>
<p>The Ideal candidate must be self-motivated and able to work along side a team or alone to complete task given to them by the Parks and Recreation Director. The candidate must have the ability to move 50lb bags of soil and mulch, push mow / weed whack, and do brush clean up and removal.</p>
<p>This position is 30 to 40 hours a week, with some weekends. This position has the ability for flexible hours.</p>
<p>Pay Range from $18 to $20 an hour.</p>

<p>It was a thrill to testify before the Judiciary Committee last week in support of Jeff Wilson, a local attorney and the current town manager of Norway. He was nominated to be a District Court judge by the Governor.</p>
<p>It was a powerful and at times emotional hearing as his supporters spoke. We are so fortunate to have such an intelligent compassionate and commonsense public servant willing to serve in this critical position.</p>
<p>Jeff was joined by his wife, Sarah, and their two children as well as many supporters. Happily, the committee voted unanimously to recommend Jeff’s confirmation to the Senate. He was confirmed unanimously in the Senate.</p>

<p>The Town of Norway, Maine is seeking a forward thinking, fair minded, transparent, and community-oriented Town Manager to lead our Town under the direction of a five-member Selectboard. The Town Departments include a nine-member 24/7 Police department, a nine-member Highway department, a full time Code Enforcement Officer, Town Clerk, Deputy Town Clerk, Finance Officer, Parks and Recreation Director, Fire Chief with roughly 35 active volunteer firefighters, and a Wastewater Superintendent. The Approved Budget for FY26 is $14,144,690 which includes Town governmental services, MSAD17 school assessment and the County tax.</p>

<p>The Town of Norway has a population of approximately 5,288 residents. The town is located in the Oxford Hills Region of the State. The Town of Norway has an historic downtown center that is a vibrant destination to shop, eat and relax. <p><strong>Administration:</strong> Manage the day-to-day operations of the town, including supervising department heads and staff, coordinating municipal activities, and ensuring compliance with local, state, and federal regulations.</p>
<p><strong>Budget and Finance:</strong> Prepare and administer the annual budget, monitor expenditures, seek opportunities for cost savings, and present financial reports to the Town Select Board. Responsible for tax collection.</p>
<p><strong>Policy Implementation:</strong> Execute the policies, ordinances, and resolutions adopted by the Town Select Board, and provide recommendations for new initiatives.</p>

<p><strong>Reporting:</strong> Provide regular updates to the Town Select Board, prepare agendas and minutes, and ensure transparency in municipal operations.</p>

<p>A Bachelor’s Degree in Public or Business Administration or a related field is desirable with experience working in administration, preferably at the municipal or county level. A combination of education and experience that demonstrate possession of the required knowledge, skills, and abilities may also be considered. <p><strong>LD 290 “Property Tax Stabilization for Senior Citizens” Repealed by State Legislature</strong></p>
<p>The LD 290 “Property Tax Stabilization for Senior Citizens” program, enacted in August 2022, was repealed by the Maine Legislature on July 6, 2023, with an effective date of October 11, 2023. The popularly regarded program had allowed Maine seniors 65 and older who owned a permanent residence for at least 10 years and were receiving (or eligible for) a homestead exemption, to freeze taxes at the previous year’s level regardless of income.</p>
<p>The repeal of this program means there will be <strong><em>no reapplication process</em></strong> and no need to follow-up with the Assessing Department in late August/early September, as previously communicated.</p>
<p>It is important to note that these are State programs and while the Town plays a role in the administration of them, the Town is not responsible for the policy objectives of these initiatives. Any questions or concerns owners have regarding this program should be directed to your legislative representative. <p><strong>Two Tax Relief Programs Being Expanded</strong>\
<em>Two existing State programs benefiting low-income seniors to be expanded</em></p>
<p>To help lower-income seniors avoid higher property taxes and remain in their homes, two existing State programs are being expanded:</p>
<p>1. <strong>The Property Tax Fairness Credit</strong>, which currently allows eligible Mainers to take a $1,500 credit, has increased to $2,000; it also loosens limits on the program in a way that allows the benefits to remain constant for a Mainer whose spouse passes away. <strong><em>Note:</em></strong> This program is not administered by the Town of Norway; to claim the credit, you must file Form 1040ME and Schedule PTFC/STFC for the tax year during which the property tax or rent was paid. <p>Fire trucks with their lights shining and horns honking will escort Santa and Mrs Claus to Butters Park.  They will start their travel at 5:45pm from the Fire Station, down Beal Street, onto Paris Street to Main Street, then onto Pikes Hill and Water Street to arrive at Butters Park.</p>
<p>After the tree is lit, follow us back to the Fire Station where light refreshments will be served and your children can meet with Santa and Mrs Claus.</p>]]></content:encoded>

<p>Description of Work: The clock tower is in need of new metal roofing on the principal hipped roof tower and soffits, new EDPM roofing and roof hatch on the roofing layer below the bell, repair of the subfloor on the attic level below the bell, and replacement of exterior light fixtures on the clock tower. The Norway Opera House is an iconic building of Main Street and is about to undergo a renovation of the roof trusses, roof, back wall, and to construct a new stair tower on the south east corner for egress. This work is a separate contract and is in the process of a concurrent bidding process. Under an agreement with the Town, the Norway Opera House Corporation is responsible for the majority of building while the Town maintains control of and responsibility for the Clock Tower, clock, and bell.</p>
<p>Concurrent Projects: While the roof, trusses, and backwall project of the Opera House is being bid concurrently by the Norway Opera House Corporation (NOHC), the Town of Norway and the NOHC may choose to select the same contractor for both projects but are under no obligation to do so.</p>
<p>Project Location:  418 Main Street, Norway, Maine</p>
<p>Construction Contract: Bids will be received for the following Work:</p>
<p>General Contract (all trades).</p>
<p>BID SUBMITTAL AND OPENING</p>
<p>Owner will receive hand-delivered, sealed lump sum bids until the bid time and date at the location given below. Bids submitted by mail should be identified on the outside of the envelope as a bid for the <em>Norway Opera House Clock Repair</em> project and should be addressed to Town of Norway, Maine. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:</p>
<p>Bid Date: Wednesday, February 4th, 2026.</p>
<p>Bid Time:  2:00 PM local time.</p>
<p>Location: Norway Opera House Town Offices.</p>
<p>Bids will be thereafter opened with bidders present and read aloud. A summary of all bids will be distributed to all bidders within 10 days of bid opening.</p>
<p>Bid Rejection/Acceptance: The Town of Norway, Maine, reserves the right to reject any and all bids and to waive any in formalities in bidding. A Bidder may withdraw from the possession of the Town, his or her submitted bid only prior to the previously-stated closing time for receipt of the bids. All bids shall remain valid for a period of thirty (30) days after the closing time for receipt of bids.</p>

<p>Bid received after 2:00 PM on the due date will not be considered and will be returned unopened.</p>
<p>BID SECURITY</p>
<p>Bids must be submitted on the Bid Form furnished and must be accompanied by an acceptable form of Proposal Guaranty in an amount of at least 5 percent of the amount of the Proposal, payable to the Town of Norway. The Proposal Guaranty shall be a certified check, bank draft, or an executed Bid Bond acceptable to the Owner as a guaranty that if the Proposal is accepted, the Bidder will execute the Contract and will file an acceptable Performance Bond, Payment Bond, and Certificate of Insurance within fifteen (15) days after the award of the Contract. A Proposal Guaranty consisting of a personal check will not be accepted. The Proposal must be submitted in a sealed envelope.</p>
<p>PREBID MEETING</p>
<p>A <strong><em>MANDATORY</em></strong> Pre-Bid Conference will be held Tuesday, January 13th at 10 AM at the Norway Opera House, entrance under the clock tower along Main Street at 418 Main Street, Norway, Maine. Interested bidders <strong><em>MUST</em></strong> attend this prebid meeting to be eligible to submit bids for the project.</p>

<p>The State of Maine requires dogs to be licensed at 6 months of age or within 10 days of ownership. You must show evidence of current rabies vaccination at the time of registration (yearly) and a spay/neuter certificate, if applicable.  Fees are $6 for spayed/neutered dogs and $11 for unspayed/neutered dogs.</p>
<p>Renewal for dog licensing is no later than December 31 of each year. </p>
<p>A late fee of $25 per dog (in addition to the license fee) will be applied after January 31st.</p>
<p>The dog license fee supports:</p>
<ul><li>Local Animal Control Officers and State Humane Agents, Investigation of animal cruelty complaints and enforcement of animal welfare laws.</li>
<li>Compliance with rabies vaccination of dogs.</li>
<li>Care for sick and injured stray animals.</li>
<li>Return of lost dogs to their owners</li></ul>

            <content:encoded><![CDATA[<p>NOTICE: John O’Donnell’s assessing office will be conducting a town-wide property revaluation this spring. A revaluation is the process of updating all property values in town to reflect their current market value (i.e., to maintain reasonable estimates of what each property could sell for on the open market). The primary purpose of the revaluation is to create equitable distribution of the tax burden in order to ensure fairness to all property owners within town, and to remain in compliance with State law. Data collection and input began in March 2026 and will continue until completion (approximately a year). Revaluations redistribute the total tax burden more fairly and equitably.</p>
<p>Why is a revaluation performed?</p>
<p>A revaluation is done to equalize the values within a municipality to ensure a fair distribution of the tax burden. It is not done to raise taxes. Property values change over time, but they do not all change at the same rate. Market value may have increased more for some neighborhoods and property types than for others, while others still may have decreased in value. A revaluation is done to make sure assessed values reflect changes that have occurred in the real estate market.</p>

<p>The Norway Parks and Recreation Department has partnered with Winter Kids to bring a story book to the Norway Branch Rail Trail, the trailhead is located on Beal Street across from the Fire Station.  The story is ‘Lost. Found.’ written by Marsha Diane Arnold.</p>
<p>   The story is about a red scarf and all the woodland animals who find it, use it and lose it again.  A good story for all ages and interactive activities for the little ones as they read each page along the trail.</p>
<p>   Please let us know if you like this and would like more stories in the future.  Drop us a line, leave a message, share a photo of your adventure and send it to our Facebook page ‘Norway Parks and Recreation’.  The story will remain in place till Monday March 27, 2023.</p>

<p>On March 31st  Norway Fire Department and the Town of Norway presented and award of appreciation to Dennis Yates in grateful recognition of his exemplary duty and professionalism as a fireman for 50 years. Dennis’s dedication, integrity &amp; commitment to the town of Norway and its citizens are an impeccable testament of his character.</p>

<p>On April 11th Retired Chief Dennis Yates was invited to the state house by senator Rick Bennett. At the senators meeting Rick Bennett presented Chief Yates with an award for service of 50 years to the town of Norway.</p>

P.M. through November 8, 2022 for the purpose ofreceiving new voter registrations or to make other changes on the voter list for the upcoming State General Election. New voter registrations will be accepted on voting day, but it is recommended that it be done prior to the election to save wait time in lines on Election Day. New voter registration applicants must show proof of residency. For those wishing to change their political party - it must be done at least 15 days prior to the primary election. </p>
<p>The above election on November 8, 2022 will be held at the Norway Fire Station from
8:00 A.M. to 8:00 P.M. </p>
<p>Absentee voting begins 30 days prior to voting day. </p>

            <content:encoded><![CDATA[<p>The Town of Norway Wastewater Department is seeking a full-time professional to fill the position of Wastewater System Operator. This position is full time, hourly, and maintains 29 miles of gravity sewer lines, 9 pump stations, and operation and maintenance at the wastewater plant.</p>
<p>Applicants must possess the skills and experience to maintain the operation, maintenance, and troubleshooting of wastewater equipment, electrical systems, pump stations, and gasoline/diesel engines. Ability to perform heavy manual labor for prolonged periods, often under adverse climatic conditions.</p>
<p>The qualified applicant shall have a high school diploma or equivalent.</p>
<p>Must possess a valid State of Maine driver’s license.  A class (B) license is desirable.  An excellent driving record is required.</p>
<p>Availability to work weekends is required for on-call duty.</p>
<p>Ability to operate all types of trucks and light equipment common to sewer related collection operations.</p>
<p>Ability to follow and understand oral and written instructions.</p>
<p>Knowledge of construction and maintenance equipment techniques and characteristics of materials used in sewer collection operations.</p>
<p>Ability to learn and apply safety standards and practices.</p>
<p>Ability to establish and maintain effective relationships with the public and employees.</p>
